A branch structure breaks up a national collective action problem into thousands of small collective action problems, which can be overcome as social incentives and conditional cooperation flourish (Bendor and Mookherjee, 1987). Nevertheless, social incentives are most useful for existing activists. They do not accrue to inactive (and often fleeting) members, who normally comprise the majority of a party’s membership. The activists form a self-selected core that dominates intermediate-level party structures.
An exchange model must be able to address these problems. Preference heterogeneity among activists Simple exchange approaches focus on ‘horizontal’ divisions within parties, between the elite at the top and the activists at the bottom. This dichotomy has been dismissed by critics as too simple to capture all the important elements in parties (Kitschelt, 1989). However, recognising the existence of preference heterogeneity within the activist 32 Modernising the Labour Party body allows us to go beyond simple exchange models, because a role is created for vertical (factional) fractures running through parties.
Restraint is a valued end in itself. However, Minkin’s own discussion of the party’s values and ‘rules’ suggests that they do have instrumental purposes. Freedom in the industrial sphere is beneficial for the unions; union ballast for the PLP leadership stops the left imposing unpopular policies; fixing union votes for NEC elections prevents outbreaks of damaging factionalism. If restraint stabilises the party and enhances its electoral prospects, the inhibiting ‘rules’ are rational means to an end.
