While the number of international students attending Japanese universities has increased sharply, Japan remains far behind its main competitors in this regard. However, the ratio of Japan’s students who study overseas is higher than the ratios of students studying abroad from the United Kingdom and the United States, but lower than the ratios of such students from Germany and France.

Their higher education systems have a prominent emphasis on quality assurance and efficient management. Their rule of law and communications infrastructure also make them highly respected overseas. That may be where the similarity ends. While the Singaporean government has been the driver of the city’s plans for cross-border higher education, Hong Kong’s laissez-faire system leaves such matters up to individual universities. In fact, Hong Kong has proceeded more cautiously than Singapore with respect to joint-venture commitments with overseas universities, all the while remaining en- East Asian Knowledge Systems 37 gaged with the global academy.

While private higher education remained relatively weak and in a marginal position, it helped decrease the financial pressure on government and also expanded access to higher education.
